The meeting was called to order by Barbara Carroll, Chair

A. Rollcall/Attendance by Mary Blair

11 Present 4 Absent 1 Vacancy

B. Approval of Agenda

Motion to accept agenda made by Robert Spirito, seconded by Mary Blair; unanimous approval.

C. Approval of Minutes

A motion was made by Mary Blair and seconded by Catherine Gootkin to accept the April 10, 2008 meeting minutes; unanimous approval.

D. Coordinator's Report

Motion to accept the CRB Coordinator’s Report was made by Catherine Gootkin, seconded by Ann Tramontana; approved unanimously.

E. IVE Remarks

None

F. Open Floor

Community Mediation handouts by Barbara Carroll with cost discussion and questions.

Reminder about retirement dinner for Chief Francisco Ortiz on Monday, May 12th.

G. Subcommittee Reports

- Jane Mills will be the new member representative from Whalley/Edgewood/Beaver Hill.
- Cathy Gootkin spoke about Saturday event in Westville Village.
- Ann Tramontana discussed citizen complaints in regard to the Yale University Police Department. FOI ruling - Yale Police Department public entity. Discussion on Yale Police Department.

Motion made by Maureen O'Sullivan to have clarification on Yale Police Department complaints; Bill Bixby seconded.

Reverend Johnson spoke about developers for Science Park.

Wayne Hobbs spoke about 911 Communications tour at One Union Avenue with ten persons from Fair Haven.

Maureen O'Sullivan reported that elections in her area are this month.

Bill Bixby noted that Dwight June 21st festival offered table to CRB for $10, 12-4:30 p.m.; CRB pamphlets are needed.

Bylaws Committee report by Ann Tramontana. Section regarding Quorum needed to be six.

Discussion on collection of complaints as they come in. Copy of complaint form to be requested from IV&E. Motion made by Bob Spirito to receive a copy of a complaint from at the time a complaint is filed. Seconded by Reverend Johnson. Opposed by Maureen O'Sullivan; Shirley Washington and Barbara Carroll abstained.

Shirley Wayne Washington reported that the annual NACOLE conference is scheduled for October 27-30, 2008 in Cincinatti, Ohio. Professional standards development and code of ethics are the topics for this year.

H. Unfinished Business

Jane Mills and Wayne Hobbs are to attend the Citizens' Academy.

I. New Business

Motion made by Bill Bixby to discuss case distribution by e-files. Research on alternative for e-files of IVE with protocols. Maureen O'Sullivan seconded for discussion on e-files. Discussion on CRB review process and discussion of cases. Bill Bixby withdrew motion.
